Well, shoe sizing and foot length in cm or inches is used instead of feet. Because you would have to have size 13 US men's feet to equate to a foot length measurement of approximately 12 inches which equals a foot. Or a 31.5 cm size. So everyone under size 13 would have a fraction of a foot for a size.
